I think I found the 4k rpm problem.  Turns out the full throttle switch was 
cutting in around 2/3 throttle.  I re adjust it to almost full, and now it 
seems to rev to the clouds :-)   ---JCG

Hi,
As far as the 4000 cut out I had the same problem. Check the O2 Temp Sensor
on the top front of the engine.
