1990 Audi 90 Quattro - steering system noise

My 1990 90 Quattro makes a loud humming noise when steering is applied at 
idle or low speed, such as at the stop light iching towards a right turn, 
or during parking when steering is applied at very slow movement of the car.

Is this normal ?  Has anyone had any experience with this ?

I would appreciate any help on this matter !
