The legality of the turn signals I think is not a problem. Most of the new GM vehicles have clear reflector/lenses with yellow bulbs in the turn signals, AND they are adjacent to the headlights. As fro JCW quality, well, you may get a good deal, or you may not. However, you can always send them back. If you decide to try this, I would be very interested in hearing the results.
