4000 Quattro - fails emmisions

Hello one and all.   I am new to all this so here goes...

I own a 1986 4000 Quattro that refuses to pass emmisions.  

Symtoms:

Runs rough in the morning.
Idle fluctuates between 500-1200 occasionally


Replaced:

Exhaust
Spark plugs
Cap and rotor


Any help would be appreciated.
