Cold enough that trees & fire hydrants been thankin' dogs? In general, that's a good rule. However, for the ur-q low-temp light to come on it needs to be below like 10-15 F. That's pretty cold in my book and it only takes like a MAX of 1-2 mins for the low-temp light to go out, often only 15-30 seconds, so the ur-q is hardly warmed up at that point. It's really just a very short initial 'warm up' before I pull away, hopefully enough to get that thick molasses up to the turbo, lifters and other vital parts. If below like 40 F I like to sit and idle for 20-30 secs before pulling away in all cases when stone-cold. -glen
