I had the radiator replaced on my 86 5kCSTQ last year, afterwards they forgot to attach the cable, so I come home (dealership is 500 yards from my house) and I can't open the hood, ooops! Drive back to the dealer -> it took them an hour to open it with a really long screw driver being poked through the front grill. I'm not sure how it was in 83 but in 86 there is a simple latch that you can actually see through the front grill. So all you really need to do is push it down with a long extention.
