Do you hear a solid "click" when you turn the key? If yes, the starter 
solenoid is getting juice but not switching the big supply to the starter 
motor. Maybe replace the solenoid. Or else the motor itself is 
shot/has a short/has bad brushes/is seized, etc. and is stuck. If you 
turn the key and hear a click and hold it for a few seconds and then feel 
the starter motor with your hand, it should get very warm very fast if it 
doesn't turn and the solenoid is OK. Bad starter motor.
