Correct. No relay for the weak US spec lites.

99%-yes. Pull the plug off one lite, stick a test lite between WHITE (Hi 
beam)and BROWN (ground) and turn Hi beams on: test lite is not lit-check the 
switch.

A horrror?-no. Expensive?-yes.
