Yes, you just got screwed.  Sorry.

However, this is pretty typical.  I bet HBL would be happy to charge
me $427 for a regulator plus three hours at $68/hour.  They're not
even friendly.  The only thing I buy there now are light bulbs, and
that's only because I don't have the time to figure out which parts
stores happen to have the standard-but-rare bulb for, say, my trunk light.

Your best bet, if you don't want to install it yourself, is to take the
new regulator to a friendly local glass shop.
