5 kS radiator fan-first speed

I have noticed that  radiator fan first speed is not working on my 1987  5 kS and
I'm wondering...
1. Is it supposed to be running whenever is climate controler in AUTO (i.e if
outside temperature is -10 C)?
2. Using Haynes manual I found out that my schematic is much more similar to
turbo version than non-turbo ( my engine is NF), however, I couldnot locate
neither first speed relay nor resistor - where are they located? I did find second
and third speed relays, both working.
