I never considered this German idiosyncracy a bug.  But yes, it's
"fixed" in the A4's stock radio, in a way that hopefully makes
everyone happy.  When you turn off the engine, the radio remains
playing as long as the key's still in the ignition.  Pull out
the key, and the radio shuts off.  BUT, you can still turn the
radio back on without the key; just hit the power button!  I
believe that when the key is not in the ignition, the radio
only plays for a certain time (an hour?) before shutting itself
off again.
