Ground effects?

I suspect a faulty ground connection on a lighting circuit on my 89
200.  Can someone with schematics give me a clue as to where the ground
connections are located for the circuit fused by fuse 14 (instrument
cluster, glove box, license plate, etc.  The fuse and bulbs check OK.
Is there a ground in the steering col?; initially the instrument
lighting would come back on if I lifted the headlight switch.
