I just read your post. My guess would be bad grounds to the idle and WOT switches, or a bad inlet temp sensr (my joke this morning) Your ECU is in limp mode. I had this happen twice, once was a bad ground on the inlet manifold for the idle switch (the ECU itself grounds together with the idle switch on the back of the inlet manifold) the other time was a slighly disconnected inlet air temp sensor. Check these first. The fuel pump relay is up in the aux. relay panel up under the dash on the driver's side along with the hot start, injector fan and something else. I don't think the fuel pump has anything to do with the 4000 RPM cut out. Good luck. Andrew Finney 1983 UrQ.
