Yes.  The other owner was either being dishonest or not paying
any attention to his/her car.

ALL A4s (with stock pads still in) put out an amazing amount of
brake dust, and many A4 owners have complained about squealing
(I haven't had much of a sqealing problem, but it does happen
occasionally).
