'91 200Q Problem - Wastegate Valve

I'm with your mechanic - it could be almost anything, and the wastegate 
frequency valve would be a fair way down my list.  It's a pretty easy device to 
check with the on-board diagnostics - I would expect that to have been done 
already, and if not it takes a couple of minutes.  I'd start with the idle 
switch and ISV, and then run through the controller inputs.
