You _still_ have a 410mA draw with all the fuses pulled?  If this is correct, 
then look to the unfused circuits.  The current has to be going _somewhere_.

A BTDT: In some of my older cars (usually 20+ years) the starter soleniod will 
start drawing current internally.  Usually, the solenoid doesn't last very long 
after that.... but it's been the root cause of a handful of these situations.  
Unhook it and check the current draw.

2nd possibility:  Voltage Regulator. Same type issue.
