labor cost F/R shocks on 4KQ

Hi all, 

How many hours of labor is reasonable to replace front and rear 
shocks on the '87 4KQ.  I got an estimate yesterday, parts is $495 
for Boge Turbo Gas, labor is 8 hrs front and 5 hrs rear for a total 
of 14 at $65 an hour.  I think it is outrageous.  Any suggestions 
would be appreciated.  By the way, I am in NYC area and labor is just 
way too much around here.  TIA
