200 TQ - Fair Price revisited

I had a chance to drive the 1989 200 Tq that I posted about 
previously. Observations;
1. The Boost never went above 1.3 - that was an effort. Is this 
normal or weak?
2. Tried some panic braking. The second time I did this the peddle 
was firm, until all of a sudden, it went soft and to the floor. From 
that point onwards I was holding my breath thru traffic to return the 
car. What goes? Is this something simple like a vacuum line or does 
it relate to the bomb?  Extimated $$$ to fix.
3. Auto heater control flakey. Cost??
4. Bad back muffler. Costs??

Also had a chance to drive a 1991 200 TQ 20 Valve. That guy ran
 up to a 1.7 boost - no problem. Much more money but nice. 
Anyone have thoughts on this?

Need some advise to make an intelligent choice. Thanks
