There is lot of fair cops out there who do believe that the drivers should be fined for doing _dangerous_ things, and not just to enhance revenue after they break yet another ridiculously low speed limit. If you can prove to the officer that you are a serious person and a competent driver, they'll often let you go with just a warning.
