Wiper Broken

Can anyone give me some insights on how to fix my wipers...

Here is the problem:

Initially, the driver's side wiper went too far left off the windshield.

I tried to fix this by pushing the wipers back - apparantly, this was a mistake.  The wipers now go up but do not go back to the original position.  The passenger side is fine though.

I checked under the hood and I know there is a bolt that (I think) holds the wiper arm in place.  Do I do anything with this?

BTW - 1990 80 quattro
