Yup!. Often the "screw" that holds the switch in place gets loose and
doesn't allow the switch to make contact when the pedal is used. You can
easily check to see if the wiring itself is OK by removing the two wires to
the switch (again, I'm not sure if it's the lower or upper one) and jumping
the two together to see if the brake lights come on -- easy to see if the
car is parked in a garage with the garage door down.
