Ok, so then the ISV should have been in an appropriate state of "openess,"
but then I wonder why I couldn't move the valve when I put a little pressure
on it. I don't recall it being a high effort endeavor when I checked and
cleaned it many (4?) years ago.
Hmm, maybe I'll run an output test and see what happens.
