You can replace the timing belt without removing a bumper or other front end
If you have small hands, it won't be a problem, but if you do have large
thick hands, I'm not so sure.

I've done it five times that way and the first two, I didn't even have a
special harmonic
balancer-pulley locking tool, so it took a while to remove the crank bolt.
By the time I tried for
the third time, I had the special tool and it made removing the crank bolt
very easy.
One thing to remember though, be sure to have a long cheater pipe for that
extra help.  Shin

I am going to change my timing belt on my 91 TQ 20V. Anything I should be
especially careful about? I've done 8V VWs and my 16V Scirocco. Does the
front actually need to come off as described? It seems that It is possible
to squeeze the job in.

I've done a bunch of these. Easiest access is to remove grill, bumper, cross
support, etc. While I suppose you could possibly squeeze in there I wouldn't
be comfortable not being able to really see what I'm doing. Probably only
takes about a half hour to get everything out of the way! The time you save
by not pulling stuff out of the way will be spent fumbling and squeezing in
