Laws have NOT changed.  The response you got was the
same one I got when I called and asked.  But the
reality is different, read this:

of page).  After my phone call I was ready to give up,
but the salesman in Virginia regularly shipped cars
to CA and convinced me to keep digging.  Here is what
I found out.

Evidence of compliance with CA emissions is on the
sticker under the hood, on 2000 S4 it says "50 state
compliant including California" or something like
Ask the FL seller of the Avant to email you a photo
of the sticker.  That's what I did.  Yes I was still
a touch worried when I brought the car to the DMV for
the registration inspection.  But the inspector told
me all was fine as long as that sticker was there.

What pissed me off was I still needed a Smog test
even though the car was brand new and 50-state/ CA
compliant.  And yes it really was all zeros to the
decimal precision of the printout at least.

And no, I'm not worried about the gov changing laws
and rendering either of my cars "garage queens".  As
the S4 is CA compliant in the year of it's mfgr, how
could they?  My '91 is a bit more at risk, but I just
can't see the gov putting what, 10-20%? of all cars
here off the street.  Remember when smog laws were
first enacted legal analysis resulted in cars built
prior to the law enactment being exempt.
