That is a sampling tube for a smog sniffer.  It goes
to the downpipe just downstream from the turbo.  You
most likely have a fuel/air issue.  Or more than one. 
There are some tests you can do with fairly
inexpensive tools.  A decent DVOM can be had for $15
or less.  Same for an analog dwell meter.  I also
bought a fuel pressure gauge set from JC Whitless
(yes, them) for like $40 something.  SJM has a great
troubleshooting site.  I printed his entire site and
put it in a binder.  It's that good.  If you follow
his steps, I'm pretty sure you'll find your problem,
and also learn alot about your car.
