More than likely, your heater control valve
is either not closing completely (check
the Bowden cable or vacuum device
if you have climate control) or it is simply
worn and leaking. Replace it if so.

Or, why not insert another in-line valve that can
shut off coolant from the heater core during
the warmer months. Saves from bleeding, loss
of coolant and polluting the environment (spilled
coolant) during the changeover from bypass
to not.
