Yes, the bar at the bottom is ground (31).

The bars at the top are usually battery (30), ignition 12v (15), "X" 
(load reduction relay power, off during "start")

I think I got the numbers right, I didn't bother to look them up in my 
"annotated" Bentley... yeah, they're correct:
