That's not the wheels, thats the wheel fans. An 80's racing thing that many 
many teams used, mostly on slower tracks. It was a kevlar or fiberglass 
cover that was fixed to the wheel and had vanes on it to pump air through 
the brakes. Worked great for brake cooling, but incredibly horrid 
aerodynamics resulted.
