[urq] Switched Power

I test drove a UrQ last weekend that didn't have switched power.  In
other words, even after I turned off the ignition, the blower stayed
on, and so would have the stereo, had their been one.

What could cause this?  Something in the ignition switch, or a wire
routed to the wrong source?  Or do cars from that era just do that?  I
had two early 83s (this is a late) and they were normal.
