[urq] Rescue help

Guys,

My father found an '83 Urq in a junkyard, VIN WAUDC0959DA900580.  The
chassis is in pretty good shape:  small amounts of rust but no serious
damage.  I am trying to rescue the car, but the junkyard says it has a
Certificate of Destruction on it and they cannot sell it.   Does anyone
have insider information about ways to repeal this certificate or
do something to save the chassis from the car crusher?
