[urq] Rescue help

Update on the junkyard urq:   I talked with the car buyer for the
salvage yard.  He stated it was company policy that they will not
sell the car with any paperwork.  I did some research last night
and the Florida Certificate of Destruction is transferrable (no
more than twice).   I am hoping to convince him to sell it to
me and transfer that certificate, and then I can deal with either
destructing the car by parting it out, or trying to get the
certificate revoked and the car retitled as salvage.
