[urq] UPG 2008 Planning

Great.  
This is a start.  Once we get moving with this, we can generate the data and
then compile a list of reasons why people like each area.

IE...I have no interest to go to Kansas City.  Seems boring to me.  But I
don't know much about it.  If someone could enlighten me I might be more
willing.  I can say that Black Hills sounds Interesting.  And Jackson Hole
is Gorgeous.
