[urq] Bad ISV Causes Racing Idle?

Hi,
The MC-1 I have in my 4ktq started idling at about 3,500 suddenly.  I have
tracked it down to what I think may be a bad ISV.  When I unplug the ISV,
nothing happens.  But if I pinch shut the hose that goes to the ISV, then
the idle drops and if I don't release it then the engine will die.

If the ISV was stuck in the open position, would that cause this?

I'm sure everyone is out in Colorado having fun, wish I was there.
