[urq] RE : turbo chirping

I guess you mean that the engine makes a chirp sound when you release the
gas pedal to shift gears up ? 
Could it be a simple as a failed blow-off valve ? Or a punctured blow-off
valve hose ?

In my limited experience, a failed turbo, one with a worn center section,
would make the wheels rub the housing but only under load, not when one
closes the throttle plate.
