[urq] NAC - OBD scanner/readers

Any recommendations for OBD II/III reader scanners?
I am starting a ministry through my church to help those in need and will be needing to check many different makes, models and years of vehicles. Don't want to go "bottom feeder" but probably can't afford top of the line high end either. This will be my purchase and personal property used for the charity. Looking for BTDT of what works well and practical for universal application. Would be a nice benefit if it helped me with my?Audis as well.
Any advice appreciated.
