[urq] Ur-quattro brake not feeling like it was..

I need help with my Ur-quattro.
I replaced the 2 sensors in the brake accumulator (bomb)
Empty the ATF from the steering rack by elevating the wheels and moving it left to right.
 
Put the car back into the ground
Put the new switches
Put new ATF
Started the car ATF level dropped re-fill.
 
Every thing looks fine, but when I press the brake the pedal it goes down (fells that it bottoms out into metal)
 
It creates a foamy ATF at the reservoir and over spills.
 
Am I missing a step? Or, do I have a bad bomb? But it was fine before.
