  If you put in a new filter did you make sure to dig the seal out of the 
bottom 
of the box and put it on the filter?  Happens sometimes.  Check various hoses 

leading to the filter and even try pulling the hose TO the filter and blow in 
it 
to see if it's possibly plugged at the tank.
  Turbo pumps are quite noticeably different by the aneroid on the top 
cover.  They all time at 1.0mm.  The later ones have external fast idle 
linkage from the timing advance.
