Thank you to all who emailed with suggestions. Since I always follow 
most of the suggestions I decided it wasn't my procedure, but a fault in 
one of the parts. When I reassembled the NEW AXLE and NEW BEARINGS with 
the old hub I noticed that the hub got tighter then looser as I turned 
it. Initially I thought it was brake drag, then realized it wasn't. I 
bought a NEW BRAKE drum and the problem disappeared!

First time in my experience that a brake drum caused bearing failure. I 
Think the Chinese have a way to go before producing quality parts :-(
