Very large screwdriver and a hammer... Thanks to all who replied - it seems the big hammer approach on one side (not top or bottom!) is safe. There is a lip on the casting on top & bottom to prevent the plug going too far, so it will 'flip' nicely when tapped on one side. Same goes for the little 14mm oil gallery plugs as I found out. I had to do it the hard way on the first one - drill, pry, chisel, etc. to find out there is a safety built into the casting. Smart thinking on VW's part... the casting on the these blocks sure is nice - I've decided to have it tanked tomorrow, so I can't wait to see it all cleaned up. I'm going to get some green paint, either John Deere, or Cummins to paint it with. No luck finding VW green anywhere.
