  Newver had one slip and I don't think I've ever used a torque wrench on 
one either. ;-)  I've always used a Crafstman 17mm/19mm box end wrench 
and set the bolt up but not tight and set the cam timing.  Then it takes 
less than 1/4 turn to snug the bolt without moving anything.  Then I set 
the wrench so it's at about one to two o'clock and give it a whap with 
either my palm or a hammer.  If it moved too easily it gets one more, 
nothing extreme mind you.  Works quite well.  Never checked the final 
torque but I'd estimate it to be 50 +.
