What you are making is a 'y' shaped 'clamp' ...
Take a 2ft piece of angle iron (flat will do actually) Cut
6" off. Drill to say 3/8" holes 1" from each end of the
short piece and one end only of the long piece and attach
the short piece to the long piece about 5" from the long
pieces end.by resting short piece on top of long piece (for
a guide) drilling and bolting.
You now have a floppy 'y'.
By inserting two bolts through the drilled ends and
tightening you create two prongs that can poke through two
holes in the cam sprocket.  the took is now no longer floppy
and a rigid triangle is formed. with your 18" lever for you
to grip and  prevent turning of sprocket whilst bolt
tightening.

A very useful tool and part of every 'Miser's or mechanics
kit ...(8^D)
