It could also be a crimp between the wire and the terminal that is 
breaking down with amperage draw.  I have seen switches that would ohm 
out and show voltage at the end of the wire, but as soon as a large load 
was applied the voltage would drop low enough that it wouldn't turn the 
electric fuel boost pump.
