I think I fixed it as of 15 minutes ago--the reversible ratcheting box 
wrench made the job go so much easier! I cleaned things off before 
applying Loctite, and I used a star lock washer, as suggested. Once I 
had the wipers working, I needed to back the nut off a bit in order to 
adjust the linkage to make them park in the horizontal position. I had 
no trouble doing this, so apparently I didn't use too much of the red 
Loctite. Cross your fingers for me that the 3rd time is the charm!
