[Vwdiesel] low voltage at GP bus bar ??

hey all
tested the power to the glow plug circuit on my 93 Eurovan DSL today
only getting between 7.5 and 8.5v at the actual bus bar
that's not right, is it?
shouldn't there be 12v there?
what could cause voltage drop?
remedy?
