"Business" advertisements I believe must be paid for. It's not a huge 
expense as I understand it, but folks like car dealers and other 
businesses using the site to advertise their wares or services must pay 
for their ads. It's free for "folks like us" who are just private 
sellers looking to fob off junk (been burned a few times, can you tell? 
;)) on others, but a business is going to be making a different use of 
the site and thus has a fee.
