If that is set up like it is for the gas engine smog assistance, that assistance only 
applies to vehicles with nothing smog related that has been touched.  So if anything is 
modified with the emissions systems, then the owner is 100% liable for the repair to get 
it to pass.

So for someone who has never popped the hood, they get some help.  But for someone who 
works on their vehicle and might have touched anything emissions related, all bets are off.
