Brake cleaner is too harsh for ISV cleaning.  Better to use a throttle body cleaner that includes a lubricant the ISV's moving parts need.

Before cleaning the ISV, I remove it from the rubber intake boot and while still hooked up to the wire harness, I turn the inginition key to the on position and see if it's moving/ buzzing freely.
