Sounds as much like the clutch is not releasing completely, which will make
it nigh impossible for the synchronizers to do their job of speed matching
the two shafts.

Could be as simple as adjusting the clutch, or a warped plate.
I have never tinkered with a cable shift, but I have experienced the problem
you describe on a rod-shifted 020 when the clutch was not completely releasing.
