[Vwdiesel] broke later style vacuum pump?

I had a similar problem where the boost would take several minutes to kick
in. The pump was clogged, just remove the pump and clean out the center
with solvent, then blow it out with compressed air.
Might fix it, or else there is an issue with the oil pump.
