Checking on a chip.

I found an on-line posting by a guy selling a "used" BBR Star Chip for the NA
20Valve engine.  It seems intriguing.  I would never buy one at retail
because I know the benefits are not significant.  But, if I can get one
cheaply, why not?

My questions. 

1.  Do the following numbers check out?

The seller indicates that the print on the chip is as follows: 
201743
20VMOD4
AUDI2.320V

2.  What would be a fair offer ($100?).

3.  Any ideas on how to safely buy it long distance?  I can obviously
post-date a check and stop payment if necessary.

4.  Is it a self-install job?  I remember once checking out Audi chips and
finding out that I had to send in my CPU.
